Basically it is the timer that tells the circuit to run for x amount of time and without it this will not function. You could install and on/off switch as opposed to the timer which would work but then you need to turn the switch off when complete even though the float has turned the solenoid off otherwise when you turn on a tap and assuming the tank is not full therefor the float switch is closed, the water will circulate back into the tank as opposed to coming out of the faucet. No dangers involved here since the water will just circulate from the tank back into the tank.
