Mounting brackets on transom

Hello again! 1985 3227. How do you gain access to the inside of the transom to install brackets? The only way I can see is via the fuel fillers...help!

You can reach up from inside under the deck, and there is a pie plate on the upper starboard side if you have the swim platform shower attachment. Otherwise, you will need to cut a hole and put a pie plate hatch in if you can't reach up high enough from inside. Depending on what you are installing, you could also use screw anchors or toggles and only work from one side.
