I wonder how marinas regulate their city water pedestals regarding backflow from all the users?

Good question. Our city marina has backflow preventers at every spigot. I also place a pressure regulator to ensure it never exceeds 50psi, I had one boat neighbour that measured 90psi!

We don't ever see more than 50PSI at out docks.
