It's tough to judge the upkeep and condition of a boat by one picture. I do agree it looks like more than 6 months of neglect, but I also agree with waybomb, that it looks like a spankin new turbo on that motor, not even showing heat signs. Maybe uncle paid for the upkeep and didn't look under the hatches and was just the victim of sloppy mechanics?
As everyone else says, have it surveyed, you may have a great deal available to you.
