The center one is a pop-out breaker, and it's used so you can't inadvertently turn it off, like you can the aft and fwd breakers. I'm guessing you have shaft logs that are supposed to drip a little, so the manufacturer puts those kind of breakers in so that there should always be power to that center bilge pump.
