Access to Fwd Stbd Spring Cleat Nuts

Access to Fwd Stbd Spring Cleat Nuts

On my 1992 350 Aft Cabin, my cleat has loosened. Can anyone tell me how to access the inside nuts and backing plate of this cleat. I can find no obvious way into that underdeck space. HELP!!
