The breakers on the boat are protecting the load side (the boat), the the cable coming from the pedestal. The pedestal should have breakers protecting the cable from overcurrent condition.
If one (or both) breaker(s) trip on the boat, the shore power cable would still have voltage supplied from the pedestal. No current should be flowing on any circuit that's not protected by a breaker at one end or the other... the boat's breaker would drop the load when its was exceeded, or the shore pedestal breaker would drop the supply if either of the hot lines were exceeded, and since the neutral current would have to come from one of the hot lines, then that wire is also protected.
