You can get an idea of the engine idle tune from how much the rpm drops when you put it in gear.....properly tuned engine/carb should only drop around 50 to 75 rpm or so, if you are losing 100 to 200 rpm there is a tuning issue, maybe carb a bit lean. But nevertheless on a mechanically solid engine set your timing, mixture and idle speed final in gear like mentioned.
