You might also try car wax. I had duct tape goo on a bike once and car wax took it all off easily.

By the way, you never use shrink wrap tape on anything other than shrink wrap. If you're taping the wrap off to anything, you should use Preservation Tape, it's specifically designed for that and will not leave a glue residue.
