Because the taxes are to maintain the roads, which boats don't typically use, especially diesel boats.

On another note, what have you ever seen cheaper at a marina when it comes to fuel. It's the same stuff they sell at the gas station down the road.
I wholesaled fuels years ago and can tell you that markups are all what the market will bear. However on a marina's defense the cost of liability insurance for being able to sell fuel on the water can't be cheap.
