Your right water is 49 degrees. The exhaust port is about 3 inches into the water. Don't sure how much lift I could get with lines? Do you know if there is wood core at that fitting? If so I would think it would require pulling and inspecting the core? Addressing whatever issues are discovered? I tried tightening the fasteners on the flange. They seemed a bit mushie. Couldn't feel a firm tightening?

Or put something inflateable under that corner of the boat and pump enough air into it.

The bad news is, it sounds like you need to pull the boat and repair it correctly, otherwise with a half as%ed repair you will be worried about it all season.
Good news is its early in the season. You should be able to pull, repair and splash before well before memorial day!

It will be good to get things apart and inspect. I plan on doing both starboard and port.
Any advice on repairing is welcome.
