I have a 2000 396MY....my pressure water pump and onboard tanks work very well and I like using the pump verses the shore water source..(fresh water in tanks all the time) .but I like for everything on my boat to work as it should..with that being said ...the shore water source will not work ...I have changed the pressure regulator still to no avail..how do you access the water line behind the pressure regulator? Also is there a shutoff valve that I may be missing?

There is no other valve when it was original, but someone may have installed one? I believe the shore water inlet goes straight to the discharge side of the onboard fresh water pump. It should come in on the starboard aft side of the boat and run along the starboard side of the boat and then cross or connect behind the starboard engine.

Did you turn the breaker off for 12volt water pump. If not, it will always take priority.

Yes I did turn the breaker off...It has to have a cutoff somewhere inline between the city water source and the Pump

Have a look at this schematic for your boat, if the shore water inlet is new and ok then with the shore water on you should see water at the fresh water wash down if you have that.I think we just went thru this same thing a while back and I can't remember what happened, whether the new shore inlet he got was also bad.....good luck with it, maybe the diagram may help...section 17.4..........

I think Bud is correct. I believe last time it was a bad shore water inlet. To be certain, remove the inlet and hook your hose to it and turn it on. Water should spray freely from the outlet. May save some time from chasing a problem that doesn't exist.
