Need help or advice on best way to address a leaking fuel tank that is located on port side next to a 3208 motor in a 1990 Carver / Californian. Any help is appreciated.

Not much to offer other than if the tank is leaking, you need to replace it. Not sure what model you have, but there is a good chance you need to pull the motor to get the tank out.
Another option on some of the larger boats was to actually cut open the side of the boat. A Carver dealer near me used to to the tanks and engines this way. Said it was faster and cheaper, with no interior damage, but I would make sure you find someone that knows their stuff before going that direction.
Good Luck!
