466 midship cleat loose

Survey last week on a prospective 2004 466. Discovered aft midships cleats on both sides a little 'loose' - i.e., when the surveyor rapped them with his hammer, the cleat would rotate off center a little bit; and then when rapped on the other side/end, the cleat would rotate back the other way, just a smidge...

I'm wondering if anyone else has tackled this issue on a 466 and can offer some words of advice on how to get in to the back side (i.e. backing plates side) of those?.... Thanks

I don't know specifics of your particular boat, but, what did your surveyor say, are there gel coat cracks around the fitting that could have been caused by dock lines and wind and the cleat moving around....was there moisture there. If you can see machine screws then these may just be screwed to a backing plate buried in the glass below. Hopefully someone that has some proper info can chime in.
In the meantime seal it up until you can find out what is going on.....good luck with your purchase.
