Some questions on the DC switch panel

What is the difference between the Crown Head and the Electric Head here?
Just because there is a breaker doesn't necessarily mean that feature is installed right? There is definitely not a windlass on this boat unless it has been installed and removed.
Items in question:
* Water monitor
* Cockpit washdown pump

Yes carver could have installed breakers for options not physically installed on your boat I have a few on my 405. They can be repurposed used and relabelled for items you add. Of course you never can be sure a previous owner hasn't done some strange wiring etc.

Technically "Crown Head" and "Electric Head" are both for electric toilets. For your vintage it's likely that a Crown head was supplied from factory. They draw a lot of power so it may be that it's breaker might be a higher rating than the "Electric Head" breaker. They may have had a couple of options for electric toilets at the time. It's no surprise they specifically indicated "Crown" on the panel since it was a widely used toilet back then.
"Water Monitor" would be for an indicator like a gage to let you know how much water is in your fresh water tank. "Cockpit Washdown Pump" is typically a system that pumps raw water (sea/lake water) for the purpose of washing down the deck, anchor, swim platform, and anything else you feel like using raw water for rather then your fresh water. It's a separate water circuit from your fresh water plumbing. Both of these were options and may not actually exist in the boat even if there's a breaker for them on the panel.

The breakers are labeled from the factory have no breaker in the designated slot, only a plastic dot to cover the hole where the breaker should go if the boat is not equipped with that option. If there is a breaker then you either have the option or someone put something in that slot and did not rename the panel. A P-touch with 12mm tape fits quite perfectly, label the unused ones to "spare" and identify any odd ones once you figure out what they do.

I can again attest that there CAN be breakers that are in the panel labeled and not installed options on your boat from the factory. I am only the second owner of my 405 the original owner actually ordered this boat from carver with what he wanted. There are breakers in the panel that are there with the option never installed. Of top of my head a couple i can think of macerator , fuel transfer pump ( I have a gas boat. This would have never been installed on this boat) aft cabin ac which was never installed from factory however I have since installed a aft ac and was nice to use the breaker already there. Washdown which it never had till I installed one, so just go through your boat and get familiar with it and what's installed.

Thanks for posting this. In my case there were a few items the boat did not have like grey water tank and macerator. The labels were there but no breakers. Guess this means they did things differently over the years. Best way is to check behind the panel to see if there are in fact wires attached to the breaker to confirm something is connected to it. Just need to find out if it is factory or someone used the breaker for something and did not identify it.

My DC panel has breakers in all the spots but no wiring to some of the labeled options like defrost. There is one blank with no breaker on the AC panel though.

What is the waste pump breaker for? As far as I am aware, the pumpout systems would vacuum out the waste tank. Is there a separate pump to discharge out a through hull?

If you have an overboard discharge, you might have a macerator pump that would pump the blackwater tank overboard (where permitted) and it would typically have a dedicated breaker.
If you're operating in the Great Lakes, you need to make sure that's disabled, and the through-hull locked in a "closed" position so that you cannot inadvertently pump any of that overboard. You can be cited if that through-hull is not secured.
