What does this do?

Anything related to the operation of your boat. Steering, Bilge Pumps, thru-hulls, bottom paint, etc.

Located at the front of the starboard settee.

Pretty sure that would be a coax cable selector switch. Used to switch between either antenna or cable inlet from shore.

Yes its a coax switch for ota antenna and cable
