All the overboard discharge systems I've seen have a seacock in case it has to be put out of service for repairs or by-law restrictions.

By the way, do you see any wiring close to the pump that isn't hooked up to anything? While I've seen several manual pumps used for this purpose, usually an electric macerator pump is used rather than a manual pump. The macerator breaks up the solids while pumping them overboard and offers the ability to do this without crawling into the bilge. Look for a breaker on your 12 volt panel, and if I remember correctly the wiring would be a black and an orange wire if they used the same color code in that vintage.

Yes. There is a pump in front of it with a smaller hose on it that empties out the side. I am not sure what it does yet. Thought maybe a fresh water tank pump out for winterization.

Though that type of bellows pump was used for several functions, that one seems to have been designed for the fresh water system as it mentions "multi-fixture" Those were also used as bilge pumps and shower sump pumps. If it's discharging to the side of the hull, then its being used for the bilge or sump. That would not be the macerator I was talking about though, it would look something like this...

Different designs out there but that one is pretty common.

That electric pump looks like the shower sump pump on that was on my 88 27 montego.

Do you have one under the sink in the bathroom? What is that? I thought that was the shower pump out.
