Repair the thing that the anchor hangs off of

Good Morning All,
Ok, am I annoying yet :-D so first of all, what is the term for the thing that the anchor hangs off of in the front of the boat? It looks like somebody already tried to rig what was there and rotting. I have no idea what they tried to do, but it looks like they threw paint over rotted wood, which I was hoping was fiberglass. It seems rather weak.
To repair it, I am assuming I will need to pull it out and make it new again. Is this thing kind of leveraged from below the deck in the front? Any suggestions on rebuilding this?

The bow pulpits on the three Carvers I've owned all were bolted on from the top. And all of mine have been all fiberglass. Maybe search salvage yards for a good one that will fit?

Nice! Bow pulpit, just checked ebay and see a few for between $200-$300. From my brief look at mine, I thought it was built-in. I'll recheck it on Sat. Even if it is built-in, I should be able to use the ones on eBay with relatively no problems.
