Switches for trim tabs draw power when activated but no tab movement. Where is the trim tab fluid reservoir?

Most likely near or on the transom wall. Should be serviceable from the transom access hatch opening

Yep, translucent top over the reservoir. Make sure you have a really small funnel because the fill tube is tiny. 8-) er

Make sure you're checking the fluid level with the tabs retracted all the way up before you fill the reservoir to the fill line. Also check the condition of the oil that's in there, it should be a clear red fluid, not a milky pink which indicates a leak and the system taking on water.

I recommend watching the videos on Bennet's website on the issues you may meet up with, such as this one. I've had problems with my trimtabs, and invariably found that their advice is spot-on. Additionally, while rewiring the controls, I was led so far up the garden path by people who didn't know how to wire a DPDT switch that the tabs were going up and down almost randomly...

Use the right oil, too; Automatic Transmission Fluid.
