96 Carver 455 aft and 10c23 generator

Super frustrated with generator, it will crank for 4 to 5 seconds and shut down. I changed fuel pump twice and same issue. I have changed plugs, wires seem fine. I took carb off to clean and still same problem. Is it the fuel filter and I will include Pic of what I think may be fuel filter or is this something else? Appreciate any advice sincerely

Do you mean it only turns over for 4-5 seconds but doesn’t start or it starts and runs for 4-5 seconds and then shuts down
