Well, you were right it was an air-conditioning breaker, as all the circuits on VAC #2 are for air-conditioning!!
But his issue (I think) is the main, as it's the only 30A breaker. The rest are 15A distribution circuits for each of the three units and one for the water pump.

As Tom said, you want to get the same configuration. There's a few different types and they don't all mount the same way.
